Environmental Protection

Our environmental protection services largely target the informed management of outputs from the economy that potentially impact on (pollute) the environment.  These outputs may be discharged to the air, land or water.  Environmental protection strives to balance the costs of reducing the impacts of discharges to the environment with the benefits of doing so.  Social benefit-cost analysis is a valuable tool DSS uses for evaluating waste discharge alternatives.  Major advances in the practice of social benefit-cost analysis from an economics perspective has opened the door over the past 20 years or so for much more efficient and creative means for pollution control.  Most DSS analyses of environmental protection decisions are firmly grounded on the rigourous principles of social benefit-cost analysis.

However, benefit-costs analysis has its limitations.  A key principle underlying benefit-cost analysis is marginality.  In other words, the impacts being assessed are relatively small compared to the overall economy within which a decision is being made.  Clearly with some environmental protection decisions, potential impacts (e.g., climate change, sustainability) are not marginal.  In these instances, DSS has developed and applied sustainable development decision support systems that are based on sustainability indicators that go beyond economic measures and include biophysical limitations faced by human populations.
